Vladimir Nikolaevich Vragov was born on October 2, 1945 in the city of Urgench (UzbekSSR). In 1963 he entered the Mechanics and Mathematics Depaetment of Novosibirsk State University. In 1968 he entered the postgraduate training program of NSU. In 1969 he began to work at the Sobolev Institute of Mathematics in the Department of Function Theory. In 1971 he defended his PhD thesis, and in 1978, the doctoral thesis. In 1976, Vragov was appointed Scientific Secretary of the Sobolev Institute of Mathematics. Soon he became Vice-Rector of NSU, and since 1983 – first Vice-Rector. In 1993 he was elected as Rector of NSU. In 1997, Vragov headed the UNESCO Department of the Siberian Division and NSU on ecology, environmental protection and sustainable development.

Vragov committed his research in the field theory of degenerate equations and equations of mixed type. He studied solvability of the generalized Tricomi problem, the existence of regular solutions to degenerate elliptic equations, on the analyticity of solutions D and E for degenerate equations, solvability of the Cauchy, Goursat, and Darboux problems, a mixed problem for degenerate hyperbolic equations of second order, for a degenerate hyperbolic on the Friedrichs systems of equations where he made substational contributions to all these fields. Vragov developed a general approach to studying the equations of mixed type – the method of an auxiliary operator.
